Many years ago, I lived in the PI for a couple of years and indeed saw the meat market at Baguio City and saw dogs crated alongside the main road south at Sari-sari stores. So this is the sort of thing that has gone on for most of modern history in the PI. Imagine how tightly we watched our own pet who was a handsome muscular dog. He was handed down from family to family as we returned to the states. Because of zone related diseases, no dog returned to the states. Even the AF German Shepard guard dogs would not return home. Suppose some of those met the same fate. So sad. Good luck in your fight to change the conditions there. God bless you.
